"Fallout: London" mod requires the game itself, but the Game Pass version does not
Game Pass users cannot use the Game Pass version of Fallout 4 to run London mods
Players who want to experience the Fallout 4 London MOD expansion pack need to have the game ontology on GOG or Steam first. This is because the mod file only contains additional content from the London part, and players need to provide their own game ontology. However, for Game Pass users, it is not possible to run the London MOD installer with the Game Pass version of Fallout 4.
Due to the special way Game Pass uses file architecture, it is very difficult to install mods for games. Therefore, tools like F4SE usually do not work with Game Pass versions of games. If you want to play Fallout 4 London mods, you must have a GOG or Steam version of the ontology game.
In order for Game Pass to become a mainstream choice for game distribution, Microsoft and Xbox need to prioritize their mod capabilities. For some games, the active level of the mod community can keep the game alive years after its release. Fallout 4 is one such example, with a large number of player-made expansion packs that bring the game to life. Although Game Pass games support mods, usage is not high due to operational difficulties.
It is worth noting that if you want to play the Fallout 4 London mod, you also need to have the full DLC of the game (except for the next generation high definition material pack). In addition, the mod needs to be specially installed through GOG. This does not mean that Steam players cannot play, just that the mod needs to be installed through another platform.
